Presenta Sebastián Fleitas (KU Leuven & CEPR): "Patient choice and multidimensional quality: evidence from English family doctors" en co-autoría con E. Camarda.

Resumen

"Optimal quality provision is a fundamental concern in regulated health care markets. Some state-funded or regulated programs have implemented payment systems that aim at increasing quality provision by rewarding clinical quality and relying on consumer choice and competition. However, in health care markets, quality is a multidimensional concept. While clinical quality affects health outcomes and has public health externalities, consumer decisions about providers are typically driven by perceptions about general quality or reputation. In this paper, we study the misallocation of consumers to providers created by quality multidimensionality in
the context of choice among general practitioners in England. We quantify the welfare consequences of providers’ reactions to the clinical quality rewards implemented in the Quality Outcomes Framework (QOF) payment scheme implemented in this country in the last two decades. Finally, we simulate changes in the payment system to evaluate their effects on quality and welfare".
